Countries' Ministries of Health decide what the public health priorities of a country are, based upon research into population health and epidemiology, professional societies’ guidelines, and WHO guidelines.
The Ministries of Health oversee the public sector hospitals and clinics, determining strategy, financing, human resources, and regulatory procedures. Country-level procurement of supplies, including health care technology, is usually done through a tender process, typically aligning procurement with the overall strategy for reaching specific population health goals.
The Ministry of Health will base procurement decisions on the WHO Prequalification lists as well as Global Fund and UN recommendations in some cases.
Leading authorities in medicine and public health, called Key Opinion Leaders (KOLs) will advise Ministries of Health on clinical priorities using international and national professional organizations as a guiding authority (International Confederation of Midwives, International Confederation of Nurses and Federation International Gynecology and Obstetrics (FIGO)).
