Essentially Polman&#039;s book argues that humanitarian aid actually &lt;em&gt;causes&lt;/em&gt; or at least &lt;em&gt;exacerbates&lt;/em&gt; prolonged and more bloody conflict in places like Sierra Leone.&lt;/p&gt;
